The mod can be randomly found as mod box spawns or from vendors. You can/could sometimes learn it from scrapping the mod box itself, I saw some estimates of around 20% flying around. I also saw people saying you could learn it just from using the mod box, but I have not seen that. Oh, and on finding that bayonet mod: I have seen the mod box for sale at the Watoga vendor, once or twice - I always look for it while also checking for enclave plasma mods, but it is pretty rare to see either. I have seen the black powder pistol and blunderbuss (basically the same thing) at the vendor up in The Mire. The question was about if we need to attach the bayonet mod to a black powder rifle to learn the mod because the usual way to scrap weapons to learn mods doesnt work with black powder weapons, and no worries, i dont have a dragoon with a bayonet :)
