As PMC its easy - shoot all that moves (or hide). As Scav ylu have to learn how are scavs looking. AI scav will not shoot you, player scav might. When you play as a scav just shoot no one. Later on you can try to kill some raiders or rogues, but the best way to play early on is to run away and extract with any shit.It is one million times easier to dress your PMC as a scav and do co OP exfil with a real scav. You might not find a PMC, but you'll always find a player scav. Bringing a red flare to the coop exfil and let a player scav loot it. Then, his bag will be full and he will be ready to exfil with you.

I'm not even trying and almost .80 rep. I think it's a fantastic change although does need tweaking. Also, they need to implement that if you get hit by another, you can kill them without penalty or even a gain.
