Farm the mod at the two vendors in Watoga. The Enclave Plasma Rifle with Flamer Mod already attached can also randomly drop from the Dropped Connection event. I've had the most luck at Harper's Ferry, but the others can drop it to, it just seems to be at a lower rate, at least for me. The enclave flamer mod is only available from two places. Yup, the important things on dropped enclave rifles is the reflex sight and the stabilized stock. After that, you enter different markets. Some people like the automatic barrel, some people like the splitter barrel, but most like the flamer barrel, and if they are very choosy and don’t want the stabilized flamer, they can cough up the 30k caps and get the mod.
I just checked and the rifleman perks increase the damage on a plasma rifle with the flamer mod. I suppose it might depend on what attachments you have on it. I changed the flamer attachment to automatic barrel and the automatic rifle perks increased it's damage. I didn't see any attachment for an automatic flamer mod.
