This mod is your EU4 save converted to work with Vic2. The converter does this through mapping the EU4 map to the Vic2 map. So, while the provinces don't exactly line-up between the two games, the converter handles this and assigns the best matches between EU4 and Vic2. Things like country names and others are also carried over.
Major differences from EU4toVic2 are: There are no army/navy conversions as those are not present in Vic3. There are no "cultural union" formables as Vic3 has no concept of a cultural group. The important thing about Vic3 is that it's predecessor wasn't really a successful game and had been abaddomend for a while. So the devs pretty much created a new game that contain similar elements to vic 2. Eu4 is pretty successful on the other hand. The devs don't need to reinvent the wheel. There's not mountains of values and mechanics to figure out. It does take time, like all of Paradox's grand strategies, to figure out and even longer to master, but it is the easier of the two. I would personally recommend HoI4 of these two. In EU4, there's a lot more freedom in the gameplay, but there is so much to learn.
