its a server setting in world- > serverfconfig- > ftbchunks config file where chunk loading mode should be allways instead of default. Default only loads when at least 1 player is logged in, allways will load chunks regardless of players online. so even with 0 players playing the chunks will be loaded and animated/calculated.
