I think the biggest reason for Amiibo not unlocking DLC characters is because you could use one Amiibo and be able to give the fighter to other people to unlock them. After four scans, the Amiibo would be worth less than buying the character four times. One way they could circumnavigate this is by packing each Amiibo with a download code.
For the characters you can't invite, you'll just be given a poster. For example, if you scan the Smash Bros. Villager amiibo at Photopia, you'll get a message saying "The Villager cannot be called" but you'll be able to get a poster of him to decorate your house with.
