I think this is very anecdotal. When I ran a restaurant over 10 years ago, we guaranteed the minimum wage. If the driver did not make enough on his reported tips to get to minimum wage, we paid the difference (in my 5+ years running the place, we never had a situation where a driver did not report enough tips to get to minimum wage.
