Everyone, except fallen empires has inferior fleet power. I could wait to have cruisers or battleships but I'm curious how low a fleet power can take on the Shard and still have at least one if not a handful of survivors. The current Armor/Hull regeneration modules make leviathans very very tough to kill since it's % based (and they have tons of armor and hull). If you don't have enough weapons that do bonus damage to hull and armour then you won't be able to kill it so you will have to retreat in that case.
