The restrictive thing is actually the shop expansion level. Not the merchant level. For example at merchant level 60 with 6 Shop expansions it's really hard to sell any T10 Item. And customers will at most sell you t9 items. But with the full 9 Shop expansions customers will ask even for t11 items and sell you those as well
