1.19 had a few bugs that broke villagers. It was fixed in snapshot 22w24a, the new 1.19.1 pre-release and release candidate snapshots should also have working villagers. Also after a certain distance the zombie despawned. I even tried to put a name tag on the zombie. I then tried it on creative mode with different builds and the same results with the villagers not spawning the golem.

My Iron farm was working until the update to 1.19.3. It's a simple cell with 3 villagers each one having a bed and hidden behind a trapdoor is a zombie. During night, trapdoor is closed so villagers can sleep. During day, villagers are scared to spawn golems. With update 1.19.3 the villagers do not sleep at night anymore.

to locate spawn chunks start by dropping dirt,nether-rack or any other useless item near to point where you had spawned at start of the game and go to nether and wait 5 mins. comeback to over-world once you have waited for 5 mins.
