When I switch back to weapons mode, Radar ping doesn't work. I've tried multiple button/key rebinds - Scan mode always works, Radar never pings. There is an option in the general settings that restricts ping to scan mode only. Make sure it is not set to 'yes'. If you do bind the Ping and Scan together, you can then adjust the Ping Angle.

Hand mining scroll not working? BUG. I am not super experienced with the game and remember not having any trouble with this in the past so I am assuming it is a bug. Right click to scan then scroll to increase power till you crack the node, the scroll function is just not happening. Is anyone else having this issue? Should the restart not work, a few players have reported that totally restarting their computer has helped. If you encounter this, please consider adding your report to the Issue Council so we can work towards sorting out the root cause of the troubles.
The workaround for this and what fixed that problem was to close completely steam so it wont run in background. Make sure it's on ship-mineable rocks. Once you put it on, you may have to hold F while clicking on and manipulating the screen of the device, I've had mixed results with it "locking" my view to it like the ship summon screens do. Yep, definitely ship mineable rocks. I put it on two separate quant rocks.
