To increase the overall levels of dinos, you have to use; OverrideOfficialDifficulty=10 to get level 300 dinos spawning in. The default setting is 1, and it increases the max level of wild dinos by 30 each level for each point you increase it with. In order to get it there though you also need to have DifficultyOffset=1.
